PUBLIC COMMENTS Citizens who desire to address the Council on any matter listed on the Workshop Agenda may sign up to do so prior to this meeting. Public comments will be received during this portion of the meeting. Please limit comments to three minutes. No discussion or final action will be taken by the City Council. II. WORK SESSION 1Discuss, as needed, Regular Meeting agenda items for the meeting posted for Thursday, April 16, 2026. 2Receive Temple College District bond presentation. 3Receive a presentation on mitigation and preparedness activities from prior incidents that have enhanced response capabilities across city staff and departments. 4Receive a presentation regarding the Oak Hills Neighborhood Plan. 5Receive a briefing from the City Attorney regarding ground water rights. The City Council will meet in executive session to discuss, and receive advice regarding, a matter of attorney-client privilege. No final action will be taken. 6Receive a briefing from the City Attorney regarding updates related to pending or contemplated litigation. The City Council will enter into executive session to seek the advice of its attorney on pending or contemplated litigation or a settlement offer regarding a claim pursuant to Texas Government Code Section 551.071 and will conduct a private consultation with its attorney on a matter in which the duty of the attorney to the Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Local Government Code Chapter 551. No final action will be taken. 7Discuss the employment, duties, and work plan of the City Attorney. Pursuant to Texas Government Code § 551.074 – The City Council will meet in executive session to discuss the employment and duties of the City Attorney. No final action will be taken. The City Council reserves the right to discuss any items in executive (closed) session whenever permitted by the Texas Open Meetings Act.
