CITIZEN COMMENT This section provides an opportunity for members of the public to address the Commission on any agenda item that is not a public hearing. Each speaker must sign up in advance and may speak only once, for up to three (3) minutes. The Presiding Officer may grant a one (1) minute extension if requested at the end of the speaker’s allotted time. Any additional extensions require a majority vote of the Commission. Planning and Zoning Commission Agenda January 26, 2026 APPROVAL OF MINUTES Consider the minutes of the Regular Planning and Zoning Commission Meeting for December 8, 2025. PUBLIC HEARINGS PH-1 Hold a public hearing and consider a City-Initiated request on behalf of six (6) property owners (Case# Z26-01) to rezone approximately 1.18 acres, being Lots 1-2 and 4-7, Block 1, Wanda Park from “B-5” (Business District) to “R-2” (Two-Family Residential District). The subject properties are locally addressed as 1810, 1814, 1906, 1910, 1914, and 2002 Wood Avenue, Killeen, Texas. PH-2 Hold a public hearing and consider a City-Initiated request on behalf of Welstand Properties, LLC (Case# Z26-02) to rezone approximately 0.16 acre, being Lot 1, Block 1, Ernest Bridges Subdivision and a 12’ X 115’ strip adjoining on the north from “B-5” (Business District) to “R-1” (Single-Family Residential District). The subject property is locally addressed as 1011 Rocky Lane, Killeen, Texas. COMMISSION AND STAFF ITEMS 1. Review and adopt the 2026 Planning and Zoning Commission Calendar. 2. Discussion on timing of meetings and workshops. 3. Review attendance chart. ADJOURNMENT The next scheduled meeting of the Planning and Zoning Commission is February 9, 2026, at 5:00 p.m. in the Utility Collections Large Conference Room, 210 W. Avenue C, Killeen, Texas. The public is hereby informed that notices for City of Killeen meetings will no longer distinguish between matters to be discussed in open or closed sessions of a meeting. This practice is in accordance with rulings by the Texas Attorney General that, under the Texas Open Meetings Act, the Planning and Zoning Commission may convene a closed session to discuss any matter listed on the agenda, without prior or further notice, if the matter is one that the Open Meetings Act allows to be discussed in a closed session.
